The medical facility is ran by two humans, Zelka Forn, who is looking for a cure for the rakghoul serum, and, Gurney, his assistent.
The medical facility is used to purchase medical kits, and some stimulus packages, and also to use the bacta tank for full health.
Zelka forn and Gurney are the only ones who are their.

Tobin walked in to the facility. "Hello?"
He saw a man by the desk, so he walked up to him.
"May I help you?" he asked.

The man nodded, "Thank you sir. Well, my name is Zelka, and see, well, just let me show you."
He brought Tobin to a door, and opened it. It revealed several bacta tubes that were empty, but some of them had people, republic soldiers.
He looked at Tobin, pleading with him with his eyes, "Please look for any survivors of the crash, and bring them here. They may still die, but I can ease their suffering, maybe even be able to heal them."
